{"id":9649,"date":"2022-11-17T11:14:12","date_gmt":"2022-11-17T19:14:12","guid":{"rendered":"https:\/\/heronlaw.ca\/noc-2016-to-noc-teer-2021\/"},"modified":"2022-11-17T11:14:12","modified_gmt":"2022-11-17T19:14:12","slug":"noc-2016-to-noc-teer-2021","status":"publish","type":"post","link":"https:\/\/heronlaw.ca\/zh-hans\/noc-2016-to-noc-teer-2021\/","title":{"rendered":"NOC 2016 to NOC TEER 2021"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">By Candy Hui, Case Manager\/RCIC<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"600\" height=\"500\" src=\"https:\/\/heronlaw.ca\/wp-content\/uploads\/2021\/06\/Our-Team4.jpg\" alt=\"\" class=\"wp-image-1051\" srcset=\"https:\/\/heronlaw.ca\/wp-content\/uploads\/2021\/06\/Our-Team4.jpg 600w, https:\/\/heronlaw.ca\/wp-content\/uploads\/2021\/06\/Our-Team4-300x250.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/figure>\n\n\n\n<p>Yesterday, November 16, 2022, IRCC (Immigration, Refugees and Citizenship Canada), switched its system for determining your National Occupation Code (\u201cNOC\u201d) from a four digit, skill level structure (NOC 0, A, B, C, and D) to a <strong>five<\/strong> digit system broken down into six categories: Training, Education, Experience, Responsibilities required for occupations (\u201cTEER\u201d).<\/p>\n\n\n\n<p>IRCC has updated their program delivery instructions reflecting this change in the following PR categories\/programs:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Canadian Experience Class<\/li><li>Federal Skilled Trades<\/li><li>Federal Skilled Workers<\/li><li>Out-of-status Construction workers<\/li><li>Economic class (non-Express Entry)<\/li><\/ul>\n\n\n\n<p>They indicate remaining economic lines of business will be updated at a later date. (<a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/publications-manuals\/operational-bulletins-manuals\/updates\/2022-noc.html\">https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/publications-manuals\/operational-bulletins-manuals\/updates\/2022-noc.html<\/a>)<\/p>\n\n\n\n<p>IRCC did a news release yesterday indicating this new TEER system as \u201csolving labour shortages in key sectors like health care, construction, and transportation: workers from 16 new occupations now eligible for permanent residence\u201d (<a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/news\/2022\/11\/solving-labour-shortages-in-key-sectors-like-health-care-construction-and-transportation-workers-from-16-new-occupations-now-eligible-for-permanent.html\">https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/news\/2022\/11\/solving-labour-shortages-in-key-sectors-like-health-care-construction-and-transportation-workers-from-16-new-occupations-now-eligible-for-permanent.html<\/a>)<\/p>\n\n\n\n<p>This all sounds great and dandy, but now it comes down to will they have high enough CRS (Cumulative Ranking Scores) to obtain the Invitation to Apply (\u201cITA\u201d).<\/p>\n\n\n\n<p>There\u2019s usually an Express Entry draw every two weeks \u2013 so the next \u201cpredicted\u201d one is next Wednesday (23<sup>rd<\/sup>) \u2013everyone will have to remember to update their EE profile (as required by IRCC) with their NOC TEER code.<\/p>\n\n\n\n<p>The last draw was on November 9, 2022 with the lowest ranked candidate to be invited with a CRS score: 494 and 4,750 invitations were sent out. The trend seems to be a decrease in CRS score for invitation and an increased number of invitations since the \u201cno program specified\u201d draws have resumed, <strong>but<\/strong>, the scores are still relatively high and people who fall in these 16 new occupations eligible for PR \u2013 will they really truly have the scores to obtain a PR ITA? Or is it just a false sense of hope?<\/p>\n\n\n\n<p>In order for lower CRS score candidates but are in the most labour shorted industries to stand a chance, IRCC will need to do NOC specific draws or dramatically increase the number of ITAs per round.
