Heron Law Success Story: Positive Bill C-12 Based PRRA (Pre-Removal Risk Assessment) Decision

Our lawyer Karina Juma has done excellent work on a C-12 PRRA (Pre-removal risk assessment) for a Nigerian applicant. The client just informed us that a positive PRRA decision was granted today, allowing them to stay in Canada and apply for PR!

Timeline:

  • March 30, 2026: client receives letter from IRCC about redetermination of eligibility (note: this was a few days after C-12 came into force)
  • April 20, 2026: extension request submitted
  • April 22, 2026: extension granted until May 11, 2026
  • May 8, 2026: subsequent response submitted
  • May 22, 2026: ineligibility decision rendered
  • June 11, 2026: CBSA interview where PRRA notice served
  • July 10, 2026: PRRA submitted with over 1,200 pages
  • October 8, 2026: client notified that a PRRA decision was made
  • October 16, 2026: positive decision communicated

PRRAs are never easy (indeed single-digit approval rates), not to mentioning the complexity that C-12 threw at this and all the step in-between.

Fantastic result.
