Will Tao Featured in CityNews on U.S. Student Influx and Canada’s Study Permit Cap

We’re pleased to share that Will Tao, principal lawyer at Heron Law Offices, was quoted in a CityNews Vancouver report on May 26, 2025, titled “American students choosing B.C. could help offset impacts of federal immigration caps: lawyer.”

The article highlights a growing trend of American students applying to British Columbia universities. For example, the University of British Columbia (UBC) has seen a 30% increase in U.S.-based applications. UBC suggests that “social and political shifts” in the U.S. may be driving this surge.

Will Tao explains that “post-secondary institutions are likely hoping the influx of American students will help offset the financial impacts of the caps — which have forced program closures and layoffs at some local schools”.

“It’s an opportunity for Canada to stand up for fundamental human rights,” Tao noted. “Being able to provide a safer haven for individuals — I think is a positive thing from an economic perspective. There absolutely is an opportunity here.”

At the same time, Will warned of a potential double standard in how international students are treated based on country of origin.
